<p>EPHRATA, Wash. — Last February, a learning-disabled teenager from a small town in central Washington state, was beaten and stabbed to death in a park, and authorities charged two 13-year-olds with the slaying.</p>
<p>Instead of charging Jake Eakin and Evan Savoie as juveniles, a judge ruled that if they committed the vicious crime against Craig Sorger (search), releasing the two pre-teens when they turn 21 would put the public at risk.</p>
