In approximately 1,500 cases since July, they said, he lied to officials of the Immigration and Naturalization Service as well as his clients.</p> <p>Lopera, 36, was indicted Thursday by a federal grand jury in Miami on 11 counts of conspiring to make false representations in INS petitions.
