Julián Castro on Monday released a plan that the Democratic White House hopeful said would reform the U.S. policing system and heal the relationship between police and their communities. With the "People First Policing Plan," Castro wants to set new national standards on police conduct, increase transparency and accountability in police departments, seek to end over-policing and address violence and harassment against minority citizens. “From Stephon Clark, to Pamela Turner, to Tamir Rice, far too many lives have been tragically cut short at the hands of a broken police system,” the former Housing and Urban Development Secretary said in a...

"This incident is under investigation by my office," Broward County State Attorney Michael Satz said in a statement. In the 1997 movie “L.A. Confidential,” one character said of a police sergeant who was enduring a grueling situation: “I wouldn’t trade places with (him) right now for all the whiskey in Ireland.” It’s easy to echo that sentiment in regard to Chicago police officers. As if the city’s maddening number of homicides isn’t enough of a burden, actor Jussie Smollett — on whom Chicago law enforcement had wasted considerable resources and countless hours — was inexplicably cleared of all charges in an apparent hate-crime hoax. And now, we’ve come to discover, it seems Chicago police can’t even arrest a...

I've never smoked pot and I don't like potheads. But THIS made even me angry. Nolan Sousley from Bolivar, Missouri has Stage 4 Pancreatic Cancer --he's on his way to check out for good. Yet the cops barge in and toss his whole hospital room anyway. And the circumstances didn't prevent the police from humiliating him, either. You'd think he was maybe a dealer in a pimp outfit. Sousley ad a yuge bong, right? Nope. He playing some Hendrix and seen rolling some joints, right? Nope. He has some **pills that contain THC**. Yeah, for his PAIN. Cuz they're less...

The deaths of Dennis and Rhogena Tuttle as part of a disastrous no-knock warrant has brought on one major policy shift at the Houston Police Department. "I'm 99.9 percent sure I'm not going to be using it," Chief Art Acevedo said. "If there's a specific case, it would have to come through my office." The chief made the announcement during a loud community town hall Monday night, pointing out the reasoning behind no-knock raids, to prevent suspects from flushing drugs down the toilet, just doesn't make sense. "If the amount of dope somebody has is so little, someone is going...

A veteran Houston police narcotics officer has been relieved of duty due to "ongoing questions" that have emerged over his role in a raid last week that ended in a deadly mid-afternoon shootout, police said Thursday. "We have confirmed that at least one narcotics officer has been relieved of duty due to ongoing questions that cannot be answered until the case agent is interviewed," HPOU President Joe Gamaldi said in a written statement. "The department made the decision to relieve the officer of duty while a thorough investigation continues. Nearly all officers relieved of duty return to work quickly after...

(Police Chief Art) Acevedo had no explanation for why police did not find the drug that was the justification for the search, even though the house supposedly was under surveillance by narcotics officers between the controlled buy and the raid. Despite his repeated promises of "transparency" and "accountability," Acevedo was also hazy on the crucial point of whether Tuttle knew that the armed men breaking into his house, whose first action after entering was to kill his dog with a shotgun, were police officers. Narcotics officers executing search warrants "don't show up in uniform," Acevedo said, "but they do show...

Former President Barack Obama received praise for his response to the recent murder of 11 people at a Pittsburgh synagogue. Obama tweeted: "We grieve for the Americans murdered in Pittsburgh. All of us have to fight the rise of anti-Semitism and hateful rhetoric against those who look, love, or pray differently." Many described Obama's words as a powerful call for "unity." Meanwhile, leaders of Bend the Arc, a Pittsburgh Jewish advocacy group, said President Donald Trump is not welcome in their city until Trump "denounces white nationalism" -- the white supremacist movement that many believe Trump is guilty of either...

We may be witnessing the repeal of the unwritten law that helps bad cops go free. It’s been almost two years since the puzzling, infuriating mistrial in one of the most grotesque police shootings ever caught on tape. A jury couldn’t reach a verdict after watching video footage of South Carolina police officer Michael Slager shooting 50-year-old Walter Scott in the back as Scott slowly ran away, before picking up a dark object (likely his Taser) and placing it by Scott’s body in a blatant effort to corrupt the crime scene. Slager got away with it in large part because...

Amber Renee Guyger was fired weeks after she fatally shot 26-year-old Botham Jean in his apartment on Sept. 6. A white police officer accused of fatally shooting her black neighbor in his own apartment has been dismissed, the police department announced Monday. The Dallas Police Department fired Officer Amber Guyger on Monday, weeks after she fatally shot 26-year-old Botham Jean inside his own apartment on Sept. 6. Court records show Guyger said she thought she had encountered a burglar inside her own home. Guyger was arrested on a preliminary charge of manslaughter days after the shooting. She is out on bond. Jean family attorneys and protesters have called for her firing following the shooting. Guyger was a four-year veteran of the police force. She told investigators that she had just ended a shift when she returned in uniform to the South Side Flats apartment complex. When she put her key in the apartment door, which was unlocked and slightly ajar, it opened, the affidavit said. Inside, the lights were off, and she saw a figure in the darkness that cast a large silhouette across the room, according to the officer's account. She called 911. When asked where she was, she returned to the front door to see she was in the wrong unit, according to the affidavit. The 911 tapes have not been released.

HAWTHORNE, Nev. (News 4 & Fox 11) — The family of a 27-year-old woman who died in a jail cell in Mineral County has filed a lawsuit arguing deputies left her to die after ignoring her serious medical needs. The white Dallas cop who fatally shot her black neighbor after confusing his apartment for her own told investigators that he ignored her “verbal commands” and all she could see was a “large silhouette” — so she opened fire. Amber Guyger had just entered the fourth floor residence, which was dark, and thought she was being burglarized, according to her arrest affidavit. The 30-year-old claimed during police interviews that the front door was slightly ajar, so when she went to use her key it pushed open on its own. Upon entering, Guyger said she saw the “large silhouette” — which...

A Dallas police officer who fatally shot her neighbor in his apartment, claiming she mistook the unit for her own, told the authorities that the door was already ajar when she entered and that she shot him after he ignored verbal commands, according to court records released on Monday. The officer, Amber R. Guyger, 30, who has been charged with manslaughter, could face additional charges in a case that has led to accusations that the officer received preferential treatment and debate about whether race may have played a role in the deadly encounter between a white police officer and a black...

A food truck owner in Detroit, Michigan reportedly said she won’t serve police officers or other law enforcement officials because she, along with the “majority” of her customers, “do not feel safe around law enforcement agents.” The owner of Rocky’s Road Brew, Rocky Coronado, wrote in a now-deleted Facebook post on Friday that she is “well within [her] rights to refuse service to law enforcement agents,” such as Immigration and Customs Enforcement and local police officers. The truck owner detailed in a separate post that she turned away two officers on Friday who were “in a unmarked, black suburban with...

A Dallas police officer was arrested Friday morning after she mistakenly entered the wrong unit in her apartment building downtown and fatally shot a 26-year-old man inside. The officer was fresh off a shift and still in full uniform Thursday night when she walked into what she believed to be her apartment at the South Side Flats, located about a block away from the Dallas Police Department Headquarters. She was confronted by a man, identified by the Medical examiner’s office as Botham Shem Jean.
