CARSON CITY — State lawmakers took up the first of three 2nd Amendment bills Wednesday, with the Assembly Judiciary Committee hearing testimony on a bill that would require Nevada to recognize concealed carry weapon permits issued to individuals from all other states. Assembly Bill 139, sponsored by Assemblyman Jim Wheeler, R-Gardnerville, would establish the universal reciprocity requirement. Permit-holders from other states would have to follow Nevada’s concealed carry rules, and Nevadans would still be required to obtain a Nevada concealed carry permit. Minnesota state Rep. Tony Cornish says the al-Shabaab threat against the Mall of America should be enough to motivate mall owners to drop their “no guns” policy so citizens can protect themselves. Wisconsin was the next to the last state to enact a concealed carry law.   It passed in 2011.  The law had been thwarted for years by the actions of former Democrat Governor Jim Doyle.  Lawmakers in Wisconsin learned many lessons from the efforts of previous states, and it showed.  Over 59,000 Wisconsin residents had applied by December 30, 2011, and 100,000 permits were issued half way through April of 2012. 144,000 had been issued by the end of the year. On February 8, a customer who ignored Sonic’s request that “customers refrain from bringing guns to the restaurant” was able to pull his gun and shoot one of three alleged armed robbers, killing him and stopping the would-be robbery.
