How about dropping iron spikes into the leaking pipe? The iron spikes could be given lead cores to make them heavier. They would be much smaller than the pipe width and, because of the narrow cross-section to weight/density ratio, fall through the oil flow like arrows to the bottom and fill the pipe until the flow is choked enough to finish the job with concrete. Eventually, the spikes would rust and expand, making a solid seal top to bottom.
