The ship was under the control of the Harbor Pilots, they and only they control the vessel until it is out of the harbor. My guess is a massive failure of the shop guidance systems.

I rented a shop for my equipment repair, the landlord illegally entered the space and remove $20,000 worth of tools and equipment. His reasoning was that the space, in his opinion, was messy and he sent pictures. The real reason was he was a thief.
When I called the police, the officer said it was a civil matter, nothing he could do, I had to sue him. When the dective arrived and I showed him the pictures and email from the landlord he told the cop this what they meant in his training when they explained “breaking & entering”.
He told the landlord, return what you stole and maybe he will not press charges. I he does press charges you are going to jail.
Everything was returned and I move out shortly after.
