Crude oil and gasoline futures fell Tuesday after President Bush gave the Environmental Protection Agency the authority to relax regional clean-fuel standards to attract more imports of gasoline to the United States and to make it easier for supplies to be moved from one state to another. SHORTLY after the Sept. 11 attacks, President Bush ordered surveillance of international telephone communications by suspected members of Al Qaeda overseas, even if such calls also involved individuals within the United States. This program was adopted by direct presidential order and was subject to review every 45 days. Judicial warrants for this surveillance were neither sought nor obtained, although key members of Congress were evidently informed. The program's existence has now become public, and howls of outrage have ensued. But in fact, the only thing outrageous about this policy is the outrage itself.

NEW YORK (Reuters) - A portrait of George Washington by Gilbert Stuart sold for $8.136 million on Wednesday to an anonymous bidder at Sotheby's in New York, a record for a U.S. artist at auction, the auction house said. A 40-year-old man has been indicted on federal charges of possessing child pornography and of sexually exploiting a teenage boy he met through a mentoring program. Prosecutors said Brian Keith O'Quin of Austin took a sexually explicit picture of the boy, whom he had gotten to know through a Big Brothers Big Sisters program in 2000 and 2001. O'Quin also was indicted on four counts of receiving and possessing child pornography unrelated to the boy. Investigators found numerous sexually explicit pictures and videos of minors on his computer, prosecutors said. O'Quin is being held without bail pending a detention hearing...

HELSINKI (Reuters) - Finnish police said Saturday that the suspect in a bomb blast at a packed Helsinki shopping mall was a teenage student who was among the seven killed and had probably acted alone. A former aide to George W. Bush's media adviser has pleaded guilty in Austin to mail fraud and perjury. Juanita Yvette Lozano admitted Thursday she stole and mailed a Bush debate videotape to Al Gore's campaign and lied about it to a grand jury. Lozano pleaded guilty after reaching a plea agreement in May. Sentencing is August 17th. U.S. District Judge Sam Sparks told Lozano she faces a maximum of ten years in prison, six years of supervised release and up to $500,000 in fines.
