Ethan Couch, 18, was sentenced to probation about two years ago in juvenile court for intoxication manslaughter and is wanted in Tarrant County, Texas. At least 30 of the giant bolts that hold together the new, $6.4 billion eastern span of the Bay Bridge have snapped.
