Federal prosecutors say an additional charge is being filed against a Pomona water board member who allegedly lied about being a Medal of Honor recipient. Xavier Alvarez, one of seven elected members on the Claremont-based Three Valleys Municipal Water District board, allegedly made the claim during a public meeting last summer. MILWAUKEE -- Someone has been submitting fictional reports of severe weather to the National Weather Service, causing unnecessary alerts and frightening people. The areas affected have included Milwaukee; La Crosse, Wis.; Chicago; and Lincoln, said Tom Schwein, chief of the National Weather Service's systems and facilities division for the central region in Kansas City, Mo. The person started sending reports in mid-April through an online form on the service's Web site.
