BISHKEK, Kyrgyzstan, May 20 (UPI) -- Searchers found flight recorders from a U.S. military plane that crashed in Kyrgyzstan May 3, the Kyrgyz Transport and Communication Ministry said Monday. Passing the buck is nothing new in government. But when four Americans are dead, the secretary testified to a certain version of events to Congress, and an independent report was allegedly not independent, we are in different territory. The gross incompetence that led up to the deaths of four Americans is inexcusable, but so was the mismanagement of the State Department.
