LITTLE ROCK (KATV) — The Little Rock Police Department confirms a 3-year-old boy is dead after he was shot during a road rage incident Saturday. According to police, the shooting occurred in southwest Little Rock. The child's grandmother was driving the car and taking her grandson shopping when the incident occurred. Police believe she and the victim were completely innocent and have no relationship with the suspect. The child was discovered to be fatally wounded at the JCPenney store in the Shackleford Crossings shopping center in west Little Rock. This has been a bad year for dreams of dynasties. The Bush dynasty has been dismantled with Jeb, who was the first favored son, writing finis to the family dream of a trifecta. Hillary Clinton, who started plotting her path to 1600 Pennsylvania Ave. when she was a law student at Yale, took a detour through Arkansas and if she still wants to be a president will have to settle for Wellesley, or Smith or one of the other Seven Sisters. I went to our yearly HOA meeting last night. Some consultant with GBM Associates in Bryant, AR said that he is proposing a "Neighborhood mitigation bank" where we buy "credits" for letting the Corps of Engineers (COE) and Environmental Protection Agency (EPA) get deeded our "wetlands", which are really 2 creeks, and dry tributaries. The consultant was honest. He said, no federal law dictates it, just a 1983 guidance. NO promises of making money, no guarantees that COE/EPA will do anything. The county that surrounds Hope, Ark. -- the birthplace and boyhood home of Bill Clinton, in the state where the Clintons made their political name -- backed Trump by an overwhelming two-to-one margin. According to state data, a total of 62.45 percent of voters in Hempstead County went for Trump, to Hillary Clinton’s 33.72 percent. The state of Arkansas as a whole voted along the same lines, with 60.59 percent voting for Trump and 33.65 percent voting for Clinton.
