Assembly Speaker Fabian Núñez said Wednesday that he won't negotiate piecemeal on proposed ballot initiatives sponsored by Gov. Arnold Schwarzenegger. Any deal over redistricting, teacher merit pay and a state spending cap has to be all or nothing, Núñez said in a meeting with The Bee's Capitol Bureau. "Here's what we're ready to do," he said.
