People who don’t appreciate hierarchy won’t appreciate the Book of Acts or the Epistles, where we see the basic hierarchy of diaconoi - presbyteroi-episcopoi being established by the calling of select men and the laying on of hands; and, as Fr. Pope’s article points out, the calling of authoritative councils and synods.

The verse about listening to the church in no way establishes it as an ultimate hierarchal system that Rome has become.
That verse is about settling disputes among brothers and the procedure for it.
It does NOT name the Roman Catholic church, or any church for that matter to be the ultimate authority over every believer who must be in subjection to its religious system.
