The verse about listening to the church in no way establishes it as an ultimate hierarchal system that Rome has become.
That verse is about settling disputes among brothers and the procedure for it.
It does NOT name the Roman Catholic church, or any church for that matter to be the ultimate authority over every believer who must be in subjection to its religious system.
