Imagine the frustration of the average bureaucrat who has to somehow work within the government system. The system itself kills individual initiative. What happens when a bureaucrat actually says ***** it, I am denying this request? You already know. It gets kicked up the line until it arrives at the desk of an elected official, who lacks knowledge and understanding of all matters except the wishes of his consituency. Want a long career in government? Shut up and keep your rubber stamp handy and functional.

You are correct, the forms were just a formality. The visa extensions were approved in July, the school was informed and told that the paperwork would follow. The delay was due to a backlog by computer word processors. (according to FOX) The problem seems to be that the visa approvals which went through before 9/11 have not been reviewed, but maybe that is because the hijackers were dead and there was no need to search for visa extensions. We can only hope.
