So here is the solution: If you are a junk dealer you do not accept copper or other building materials from anyone who can’t prove chain of custody. Hold the junk dealers responsible for repairs. That would stop this.

Im’ma white elderly boomer that has a well-labeled 200 amp breaker box outside. Still, I tend to work in our home junction boxes while they’re hot, if they’re not too full of connections. (Too lazy to walk out to the breaker box.) I’ve paid the price occasionally. The biggest loss...my 9” offset Klein sidecutters (dykes) and my Sta-kon crimpers both have burn holes in the cutter blades. 120 volts will melt a cutter edge.
