They don’t need to cut DNC funding they already own it and have for a very long time.
I have two additional thoughts:
Bureaucratic inertia and turf battles within the CCP permitted the blimp program to go forward even though it might have been redundant.
The slow moving blimp may have been capturing something completely different than the satellites. I don’t know what however
It would make for a great Ben Garrison (?) comic: “The Day the Pot Called the Kettle Black.” Then follows a wild-eyed, hopping Biden atop a list of abuses that scrolls under Xi’s feet, too.
