Probably not. It is not uncommon for national and international companies to pay different salaries for the same job based on the cost of living where the office or facility is located. And if someone chooses to transfer from one office to another, it is perfectly legal to adjust their pay accordingly. This is just an extension of that practice.
OTOH, a lot of coders that I know are not necessarily all that liberal, they’ve just had to work in these areas. I think that a good chunk of developers trend libertarian and are quite simpatico with places where real Americans are the majority.
Hopefully, this is a longstanding company policy, or there could be lawsuits.
From a business perspective I don’t blame them. Many salaries are based upon the area you live in. For example salaries in the NY area are considerably higher for the same work in Florid due to cost of living. This will get interesting to see how companies address this issue for telecommuters.
There are pay differential calculations for civil servants in various cities. I remember at the time the Washington DC came nowhere close to meeting the actual housing cost difference so moving to Washington was seen as bad for your wallet, bad for your life, good for your career if you can get a quick promotion or two and then move back home.
A huge portion of most folks negotiated salary is cost of living of the location of the office where the work is going to be performed.
What did you think? You would negotiate to live/work in San Fran and then work from home in Omaha?

This is a COLA (Cost of Living Adjustment) and happens EVERYWHERE.
If you live in California, your COL is very high. If you move east, your COL goes down. Why should they continue to pay you California COL?

However, if they owned homes, they will be able to still cash out pretty big. About 15 years ago, my realtor was telling me about a young couple in the their mid-30’s moving out of CA and they were looking for a 4BR with a basement where I live. They had 300K CASH from the sale of their Calif. starter home. At that time, 300K here would get you a very nice house - especially if you were 35 years old and had a home with NO MORTGAGE.

I had a guy working for me in Palo Alto 20 years ago. It was obscenely expensive then. He moved to a new satellite office we opened in North Carolina and he kept his CA salary in NC. He lived like royalty. It always seemed like a bad decision to me, but I was overruled by my boss and his boss. We didn’t want to lose the guy.
I’m both not surprised and surprised that these companies are trying this.
