I think the judge is out of line here saying there was no threat. The CDC, NIH, FDA, POTUS, Governor, State health departments, respected institutions of medicine and countries across the world acknowledged the threat and recommended social distancing.
And a sheriff that doesn’t want to enforce the law against an elderly barber, a community that doesn’t like the law, and a militia ready to fight, doesn’t change that fact.

Just because a bunch of Mr. Monks say there is a threat, doesn’t mean there is a threat. There is a threat of the flu, especially for that two year old who’s hair he was cutting, but not enough of one.
Same thing here. “Health threat” can not be a “catch all” to just fore people to do whatever you want them to do. All human interaction is some sort of health threat. It has to cross some sort of line. You know, like rats in the salad.
Social distancing is useless this side of Mars, at this point. The virus will run its course, and probably has already. It's what they do. Sooner or later, everyone gets exposed to any virus, and develops some immunity. Those in a vulnerable state are at risk of their lives. But that's the case, whether it's sooner or later. Treatments like hydroxychloroquine (to calm down the body's inflammation in reaction to the virus) with zinc (to blow up the virus itself) seem to save lives when the infection is caught early.
Social distancing at the beginning can slow down the spread so the cases don't need medical treatment all at once and crash the hospital system. But at this point, social distancing is worse than useless. It will cause far more deaths by crashing the economy than the Wubonic Plague could ever do by itself.
That's why the barber is no threat.

We have three branches of government here in Michigan Danny and the Governors office doesn't make laws. The governor's office responsibility is to see that the laws enacted by the legislature are enforced.
Back in April, the citizens of Michigan voted via their state representatives, not to extend the governors stay at home order beyond April 30..........
Michigan's governor has ignored the actions of the state legislature and via her questionable Executive power, has repeatedly issued the stay at home order.........
Any local law enforcement agency who issues citations or conducts arrests for violating the governor's order is obeying one individual only, not the state government.
