If that video is from today, then I don’t think it’s a White House tour group. President Trump flew up to Trump National Golf Club in New Jersey for the weekend late last night after the Independence Day event in D.C.
Don’t know when video, but they flew up this morning.

If she did do it, it would be a bunch of people on her payroll, although they’d claim it to be ‘just visitors’.
Someone else must have flown up last night (maybe Melania?). They had the police out closing down the roads around the airport and the golf course late last night, and I believe the FAA flight restrictions for the area were in place since yesterday.
The group would be ordered to avert their eyes as her handlers wheeled her down the hall, strapped onto a refrigerator mover
Which would probably be the wise thing to do anyway, since she has a tendency to turn people to stone if they make direct eye contact with her
