Speculating, for all the good samaritan shooter knew, this was another crazed mass shooter exiting the restaurant armed. If the suspect was not stopped, he could go on to kill/injure many more.
I don’t know the details, so just thinking out loud.

I'm older...look professional most of the time.
Never been asked...if I had any weapons on me...while being pulled over for a headlight out...or a tag light out.
I'm professional..and polite.
Goes a long way....in how one is treated.
