Speculating, for all the good samaritan shooter knew, this was another crazed mass shooter exiting the restaurant armed. If the suspect was not stopped, he could go on to kill/injure many more.

I don’t know the details, so just thinking out loud.

And btw, there is also a chance the shooter knew the victims...We’ll see.
