I think it was more the release of the emails and the weeks and months of investigation of the private server than anything that happened in the month before the election that swung it to Trump. Hillary was already suspect or guilty in a lot of people's eyes.
Comey's late announcement just added to what had already happened. Plus, if reopening the investigation hurt her, closing it and reclosing it helped her, so maybe the things Comey did cancelled each other out.
