Did Comey confess to his own crime? signed off on warrant he knew provided unverified information

Legal help to understand this please. Comey testified the dossier was unverified in front on Congress but he signed off of the FISA warrant application as we know now through the Nunes memo. He had to know how the dossier was presented to the FISA court right? Under a false pretenses as legitimate counterintelligence sources right? Did he know Steele’s partisan nature? Bruce Ohr was telling the DOJ about Steele and Comey had to know

Is that a crime?

I still can’t figure out why the FISA Court agreed to any surveillance on account of this “dossier.” What else was in there except the lurid ditty? Why would that mean Russians might be in cahoots with members of the Trump team? It is bizarre, but hardly espionage type stuff.
