This matters because the citizenship of persons born there is obtained by statute, not by nature. There is at least one US case, Thomas v. Lynch - 5th Circuit - August 7, 2015 - 14-60297, finding a person born on a US military base in Germany is (or more precisely, "can be") "born naturalized."
