When Andrew’s father Mario was Governor, he provided free college education to convicted felons in NY’s prison system. When I worked at Auburn Prison, inmates there could get a Bachelor’s Degree from Syracuse University for free. Thankfully, George Pataki eliminated that policy.
High School graduation rate in Rochester NY is about 40%. Maybe it will motivate some of these kids to stay in school. yeh right.....

Just cap tuition at some arbitrary low number, like $3,000/semester. If the feds can dictate minimum wage surely they can dictate maximum tuition.
New York is just going to raise middle class taxes a couple hundred percent to pay for it.

Is there an age limit? If not I’ll go get a degree in Fisheries Management, then an associate’s degree in medical dosimetry. After that we’ll see what’s next.
