Be aware: In the UK muslims from middle-east descent are called “Asians”.
In US when we think of Asians we think Vietnam, Japan, China, Korea.
Much more common “Asians” in UK = what we call those from Arabic speaking countries.

One would think an unarmed officer would at least be well trained in disarming techniques.

No CCW holders. It is theoretically possible but only with the permission of the Home Secratary themselves and it would probably only be granted if they worked in an intelligence or LEO capacity. Semi-auto pistols are banned, as are single-shot pistols, but 6 shot black powder revolvers are not (go figure). Semi-auto rifles in .22 calibre are legal, higher calibres have to be bolt/lever action and have a magazine capacity of no more than 10 rounds (just enough for an old Lee-Enfield to qualify as legal).
It should bring great comfort to the victims and their families to know that London Mayor Sadiq Khan calls Islamic terrorism “part and parcel of life in a big city”. In other words, tough luck Brits. Sadiq’s co-religionists are here to stay and they will occasionally kill you. But it’s no big deal.
I am assuming that British LEOs have the same function as ours: they protect and serve. Well, these days, while you can serve without carrying a firearm, it’s one helluva lot hard to protect without one.

True, but you can’t really distinguish accurately when you see someone in a car or running with a knife... so witness report of “Asian” could suggest either south Asian, Middle Eastern, or North African.
