Seizing on growing concerns over college affordability, California lawmakers are poised to propose what would be the most generous college aid plan in the nation, covering not just tuition but also living expenses that have led to spiraling student debt.
“Lower-income students … are able to many times, through our great programs in California, get help to pay for tuition. But they’re still graduating with a tremendous amount of debt,” said Assemblyman Kevin McCarty (D-Sacramento), who is spearheading the plan. “The cost of living, the books, the transportation — that’s [what] we really need to tackle.”
Under the new plan, students still would have access to existing financial aid, including federal Pell Grants. Parents making more than $60,000 would be expected to make a contribution, and students also would be expected to chip in by holding part-time jobs year-round.
The new scholarship would cover the rest of the average annual cost of college, which is around $21,000 at Cal State and $33,000 at UC.
Fully implemented, the new aid program would cost around $1.6 billion per year, although proponents expect that price tag would come down as the state minimum wage increased and students earned more in their jobs. Assembly Democrats are proposing phasing in the new scholarships over five years, with an initial cost of $320 million and an additional $100 million for the community college provisions.
The total cost is far less than the $3.3-billion price tag the Legislative Analyst’s Office estimated for fully debt-free college.

California is $228 billion in the hole with pension debt. It gives welfare to illegals who drop anchor babies. Unless they expect Feds to pay, there is no free money around to grant all free college.

Another idea: don’t go to those expensive colleges.
My recommendation to high school grads: if you have to borrow, go to a junior college.
Parents making $60,000 may or may not be able to afford much in CA. Of course, if they expected their child to be able to attend an expensive university, they would have planned and saved.
How easy will it be for a college kid to get a job in California, ESPECIALLY when the minimum wage is raised?
And, most important, the main reason tuition is so expensive in CA is the outlandish wages and benefits all employees receive, and all the money spent on bogus social justice and cultural classes and degrees. If someone wants to take those classes, pay for it yourself.

If the professor’s would all work pro bono and the property taxes on the schools waived... utilities supplied as tax write offs for utility providers... badda Bing badda boom... problem solved.
Students could attend free, and those with large debt could attend for more education on credit. Waive the interest and put the students on a payment plan.
I mean WTH, and what’s the difference somebody had to get screwed, might as well be all inclusive. Why is education taxed anyway? And why aren’t student loans interest exempt.
