You're asking the wrong question.

The real question is, why are Republicans responsible for replacing something that they never voted for to begin with?

Just have a simple repeal vote. If that fails, meh...then everyone in Washington should be forced to sign up for Obamacare then until it crashes.

Republicans are going to eff around and lose the House in 2018 over this crap.

It can as long as it doesn’t change the costs because it is a reconciliation on an existing law and would only 51 votes in senate.

If you want to keep Obamacare then yes it can be amended. If you want to scrape as much of the ACA as can be done with 51 votes in the senate, then no it can’t be amended, remember this is a reconciliation bill, not fillibuterable.
Honestly don’t understand the kerfuffle, the 2nd bucket, Price’s regulation rollback will have a bigger impact. And once 1 and 2 are done the dimmocraps will be forced into voting on rebuilding a new system or be blamed for the publics loss of healthcare.

Some craziness about how Senate rules mean they have to use a “reconciliation” process so they can get around the 60-vote problem. Over the last half-century or so, the filibuster has gotten so way out of hand that it now defeats the purpose of elections.

The excuse was, any additions or considerable changes would kick the bill out of reconciliation and become an entirely new bill.

We all knew this was a big can of worms when it was passed. A hidden nuclear bomb for the next administration.

So here we are. Conservatives are easy targets for accusations of heartlessness so, they’re just mitigating for a while.

One thing to add is: Don’t focus on the short term win. There is a time and place for that, but lets get strategic a bit.

Right now it looks like the condemned dragging his foot on the way to the gallows.

Phase 1 will end Obamacare. The Senate rules for reconcilation with a Budget require what is being done to enable ending Obamacare with just 51 votes. Any other technique would allow filibusters and require 60 votes. No Democrat will vote for repeal.
Sit tight and let the system work. Educate yourself and you will understand.
