Thats how Police Commissioner Richard Ross described a disruptive flash mob that descended upon Center City Monday night, as hundreds of teenagers caused chaos around City Hall at about 5:30 p.m.
Ross said Tuesday that some estimates pinned the number of participants around 1,000, most of whom seemed to show up because of information circulating on social media. About 20 teens were cited for disorderly conduct, Ross said, while at least four were being investigated for assaulting about a half-dozen other teens in the group.
I dont know why you would want to come down to Center City and act that way,

I can guess, but I think I need another hint.
When “people that matter” settled in areas west and southwest of Newark NJ, they were very shrewd about how to deal with Newark’s proximity. To the west, they successfully resisted suggestions to extend the PATH train system (which connects Newark to NYC); to the southwest, they ensured that highways passing through had very limited exit ramps in their areas.
They live as though Newark is 5,000 miles away.
