I imagine there are some general solutions that will be very effective, if expensive, like thermally reflective surfaces everywhere. Trees and green spaces would work well except this is LA, in California, where water is a premium because little fish dictate that they can’t build and fill reservoirs.
They guys driving around in their car with a thermometer on top are probably just trying to keep the money rolling in by saying they need to collect years and years of data for a complicated block-by-block model. The regulators are of course salivating over that solution because it will be so complicated no one will understand it and know what they are supposed to do without the regulator dictating to them. In the end the biggest losers will be the residents and businesses that have to pay for crazy expensive heat abatements but the foolish ones will feel proud that their city government is “doing something.”

I really dont see the point in fans...couldnt we just move the whole city 1/4 mile off shore? We could towstrap it to empty chinese container ships. Prolly not, then California would tip over.
