They don’t intend to pay for it. They intend to regulate hospitals and doctors into being forced to provide care at government determined rates like Medicaid does, but without the people and insurance companies that pay higher rates to offset the losses.
The problem with the open borders welfare state is not just the influx of those wanting free services, but the outflow of those who they count on to provide those services at slave wages while also supplying the tax money to underpay themselves.
I predict failure on a massive scale.

Lets take that step and make California a healthcare sanctuary state. And, the once-golden-state can pay for all of this with the excess profits from the Bullet Train.

A long time ago Milton Friedman said you can have open borders or you can have a welfare state, but you can’t have open borders and a welfare state. It just won’t work.
