Could California adopt universal healthcare for 39 million people?

It would be beautiful if California were to go full on socialist medicine while the rest of the country goes full on free market medicine and insurance. Then we could get a stark picture of relative efficacy. Spose California will be able to squeeze its wetbacks to pay the huge new universal tax that will have to be imposed to even get this thing through its first year? Trying to make the top 10 or 20 or 50% pay for it will only chase the remaining sub elite taxpayers out of the state. When Silicon Valley and SF residents have to pay for all the wetbacks and other minority freeloaders...?
