I read about the security deal on an earlier post here at FR, and also that even though Milo got the security, the Univ backed out of the deal.
The earlier post said it was a common ruse, to get events cancelled.

Some of the tweets of those arrested in DC, were surprised and upset that they could be facing up to 10 years in prison. They said it was different this time.
Tolerating riots doesn’t work. Appeasement of aggression doesn’t work. Consequences must be immediately forthcoming.
Once Trump has his team in place then he and they should start referring to these people as left-wing domestic terrorists.
