why the Hell does WI allow someone who got a miniscule number of votes....and who could not win on recount even if Lightning Strikes....

No, the intent rule is that if there’s one vote on a ballot for a democrat, the intent was to vote for Hillary.
The people hired for the recount won’t get their $$$ till after Christmas, but they will know there’ll be $$$ coming to pay their credit cards.

I thought the ‘intent rule’ was - if there is a partial / incomplete mark that fails to register - the candidate is awarded the vote. No mark - no vote.
If the machine recounts are reasonablly accurate and the hand recounts start hiding Hillary votes, it will point to hijynx. I would not put it past the left to spoil the tallies and then blame the other side of the Russians for it.
Generally what you state is the rule, but in Hillary’s case there’s an exception. They will find thousands of “intent” votes for her on a hand recount.

The official rationale is voting machines might have been hacked by a outside organization or country (Russia) even though the voting machines are not connected to the internet.This is moonbattery at it’s finest. Likely real reason is to delay the electoral vote as part of Soros/Clinton funded effect to steal the election.
I watched a YouTube today where a young woman was terrified that "white caucasian men" would harm her and her child. She was genuinely terrified and may God forgive me I couldn't stop laughing.
I have a question: will the absentee ballots be included in the recount? I am asking because don’t absentee ballots favor Republican candidates?
We have the optical scanners here in my Florida county. If the scanner cannot read it (partial/incomplete mark) it will reject it, that is, it will spit it back out. The poll worker will visually check it in the presence of the voter to determine what the problem is. The precinct I was voting at had a problem with one of the printers making the ballots, the timing marks were off by 1/8". All ballots were barcoded, so a new ballot would be printed, and the old ballot was put in a double locked vault-box that only had a slit big enough for the old ballot. When the voting was over, the bad ballots were inventoried by the supervisor of elections office against the barcodes issued for that precinct. I was impressed. I thought they would just shred it but the poll worker said all ballots printed had to be accounted for.
They said the additional votes came from ballots marked “Creative”. All other ballots matched election night results.
