OK! Maybe Zero pardons the individuals. Can he pardon a “charity?”

Can he pardon all against IRS investigations for tax fraud?

Can he pardon tax fraud restitution and civil and criminal offenses?

I can't answer those questions with certainty, so I'll punt and say maybe.

Anything before January 20 would face roadblocks by the Obama Administration. However, after January 20, I believe that individuals, corporations, Public Interest Groups, States, and Foreign Governments could file lawsuits and those lawsuits would go forward unless the Trump Administration intervened. All of the Clintons could spend years in depositions. What fun!
