Pamela Buttery noticed something peculiar six years ago while practicing golf putting in her 57th-floor apartment at the luxurious Millennium Tower. The ball kept veering to the same corner of her living room.
Those were the first signs for residents of the sleek, mirrored high-rise that something was wrong.
The 58-story building has gained notoriety in recent weeks as the "leaning tower of San Francisco." But it's not just leaning. It's sinking, too.

Bunch o people getting exactly what they pay for.
This made me laugh. Not the best reaction.
“Dodson and other residents blame developers for what they say is a flawed design. The tower’s foundation, for instance, uses piles driven 60 to 90 feet into landfill, rather than the pricier option of going down at least 240 feet to bedrock.”
If I’m paying $10M for a Penthouse in a 58-story bldg, especially in SF, I want the foundation anchored to something solid. Sitting on top of landfill can amplify and lengthen the time of motion after an earthquake, increasing the odds of damage. Doubtful that most of the people paying that much in that city would bother with such issues.
Ironside and crew, McMillan and Wife, with Stone and Keller would have the guilty parties arrested in a week.

If it sinks faster than it tips, you’re just left with a second storey walk-up. Good resale value.

Yep, that would have been the smart move. Before anyone knew officially about the pre-existing issues from before the building was even occupied. Even if you could sell a unit now, a huge can of legal worms has been opened.
That building could use some stout guy wires.
They should have seen it coming.
Since these are rich liberals the State of CA will come in a bail them all out. It is the humanitarian thing to do. It is the children after all.
Yup. They could drill down alongside the building and under it, then spray in some expanding foam - tons of it. (Then panic when it leans in the opposite direction, hah!)
The biggest problem for these residents is that the cannot sell and move out. No one will buy there. They are facing a total loss of the money they spent to buy their homes.

Here is a good history article....note that all the 1906 earthquake damage was on fill dirt AND note that this new 58 story building today is on some of the GARBAGE that was SHOVED into the BAY WATER to clean up the 06 quake. In other words, it is not even scientific fill dirt, it is just rubbish and NOT engineered for any stability at all.
ALSO note the article’s famous quotation that the SF politicans in 06 were so damned corrupt that they’d “eat the paint off the wall” of city hall if they thought there’d be a dime’s worth of personal profit (graft $$) in it. Finally, note that all the damage in the 1979 quake was ALSO on bay mud fill just like this big building! and that another very close=by set of large heavy buildings (Embarvcadero Center) were supposedly SUnk Down to Bedrock when they were built. They have been up for many years and so far have NOT sunk or leaned over like Pisa. Whatever City official let this new 58 story building be put on bay mud without a real foundation, should be given at least 40 lashes.

Only an idiot would live there. Miss Pamela has known about her golf ball for years yet continues to live there and is losing money on its resale every minute.
You used the term “builders’ and earlier the term “contractor” was used by a poster. Everyone should keep in mind that the Architectural and Engineering Design team working for the Owner or Developer makes the decisions as to foundation design and depth of deep foundation elements. The contractor just prices and builds what is on the approved design documents.
Occasionally the “builder” might be a Contractor led “design-build” team where the designers work for the building contractor who is, in turn employed by the owner, but that is rare on a project of this type.
You wouldn't have to worry about where your next meal was coming from.
