Every single thug who struck the vehicle should be prosecuted and imprisoned. They all need to be locked up for a long time, so they no longer pose a danger to ordinary, decent citizens.
Ferals show their hand. Anyone who still thinks that law enforcement is going to ride in and save you like the cavalry is in for a rude shock.
