It is sad is the behavior of some black men make it unsafe for all black men. Rather then blame the police isn’t it time for self reflection? Why is there a separate “black” culture within the culturally inclusive USA? When is diversity of behavior really an excuse for not taking bad behavior to task? I don’t understand why “Yes sir. No sir.” and restrained humility is so difficult. Nor do I understand criminal behavior which like justice is color blind...it is reaction and behavior that cause the problems Those who see only skin color need to close their eyes, open their minds and examine reality without color/race bias.
Scott is not scum to the Charlotte media. You would think that Scott, in the service of “civil rights,” was dragged behind a pickup truck full of KKK Trump Voters instead of being an illegally armed thug shot by a black cop working for a black police chief.

And police departments can’t figure out why they’re having problems attracting qualified applicants. As a retired LEO, I can’t see why any decent person would be interested in law enforcement in this environment.

AFAIK, they were serving an arrest warrant on him. Of course they knew his criminal history, and presumed him armed & dangerous.

In an economy like this, which has gone on for nearly a decade (with no end in sight), there will be no shortage of applicants for a unionized government job that lets you retire in your 40s. Maybe you won’t attract the young idealists who think they can make a difference, but you’ll have no shortage of applicants.
Here in NJ we have a LOT of cops bringing in 6 figures; many young people go to college only because it is required to apply for cop jobs. Unfortunately, those of us paying the cops have run out of money to fund this massive workfare program - and the foreigners replacing us aren’t interested in contributing to the pot.
My understanding is that police pulled into the parking lot in an unmarked vehicle to serve an unrelated warrant. Scott was in his vehicle rolling marijuana joints, then displayed a gun at which point the officers determined that he should be arrested. Correct me if I’m wrong, but that’s what I’ve understood.

Apparently they saw him, went on to their task and came back to confront him.
I don’t think he was ever the intended target....
