A couple of possibilities:

1. If you successfully position your city as a Terrible Racist Place, government and foundation grants to "fix" the "problem" increase, resulting in more enrichment opportunities for the Mayor and Democrat cronies.

2. The Mayor hopes Roy Cooper will be elected Governor and will reward her with a position in his administration.

I would love to see the paid but nonviolent students go through a learning experience - once with skunk spray would be enough for the intelligent ones. As for the violent thugs, I’d like to see them learn a more permanent lesson.
