She was wobbling prior to a step. Woman on her left has a medical hold on her used for patients with an unsteady gait. Cops and perimeter SS moved in to cover prior to her taking a step. Only reason she didn't hit her knees and slam in to the van head first is because she was help up. She's clearly in distress.
