Secondly, I don't care what he had eaten or drunk, anyone who causes a disturbance on a plane should be charged with serious crime, not just disorderly conduct.

I imagine a lemon drop shooter is a shooter of lemon drops.
Similar to shooters of watermelons, except of lemon drops instead of watermelons.
A shot is a single serving of straight spirits, ie. a shot of whiskey.
A shooter is a single serving of a mixed drink, ie a shooter of lemon drops. Lemon drops being a mixed drink like a margarita is a mixed drink.
Margaritas are totally useless for shooters.
This is the proper size for margaritas.

Apparently he drank them before boarding, but I wonder why they did not recognize that he was drunk when boarding. Perhaps he had them so fast that the alcohol hadn’t fully taken affect yet? Either that or the airline was afraid of being labeled the racist, considering he is Arabic.
