Anyone who's a fan of Yes,Minister/Prime Minister knows that that's not a sure thing.There are probably more than a few Sir Humphreys in the British civil service just as surely as there are more than a few filthy Marxist “public sector” folks in DC.

I loved that show. I think that Sir Humphery rather reflected and still reflects some civil servants feeling that they are the real government. Politicians, for all their deep and multiple flaws can be removed.
It almost takes an act of God to remove a civil servant. My wife is a DOD employee, her boss desperately wants to fire several civilian employees. However, no previous manager built a discipline packet, so they think they are invincible.

IIRC the ordinary people never got a real up/down vote about being forced in, what makes them think them voting for out makes a difference to the same lot wanting them in?
As one European said (paraphrase) ordinary people voting on national destiny is against everything they stand for.

Interviews on the dvd with surviving members of the show confirm they used real-life events to be reflected in the show. I have no doubt the modern Sir Humphreys are panicking!
