How do you prove intent?
They don’t care about intent for the rest of us.
If one of us break the law, any law, they don’t consider for one second whether we intended to or not.
I did not intend to be speeding the last tme I got a ticket.
I got a ticket anyway.
You can;t. It means that everyone ever been charged and convicted, or done for speeding can say they did not mean to have intent and should get away with it.

You back into it. Did Hillary turn over the server when asked? No. Was it her intent to hide the server from prying eyes? Yes. There’s intent. She cannot say she didn’t intend to hide the server because she was asked for it and refused.
Intent is shown by state of mind and by prior acts. If we asked every criminal did they have criminal intent, the answer would always lead to no prosecution.
One other thing, one of the actual statutes did NOT require a showing of actual intent....reckless disregard would have easily met the standard for prosecution that is if the INTENT of the prosecution was to bring one. Obviously it was not.

Not many people continue doing something multiple times per day for over a year if they don’t intend to do it.
