He did not. He stated basically if the Constitution is the thing, then Ted, there is no voting your conscience because there is only one who upholds the Constitution and that is Trump.
In reality Teddy Cruzman Sachs was implying the opposite in his “vote your conscience” speech. The message is Trump won’t be loyal to the Constitutional and therefore I can’t endorse him.

I have put all the rancor of the primaries behind. Just wished that Sen. Cruz would do the same because there is too much at stake.
This has been such an emotionally charged evening, not to mention rowdy. Newt with tact and subtlety, flayed Ted with kind words. It wast cover for Ted. Not at all. Sending hugs!
