When a bank pays a $2 billion dollar fine, I wonder, do they just write a check to Treasury? Or are there middle-men?

Is $81 million to the Clintons some kind of handling fee, or a retainer to keep the bank from being charged criminally?

Comey joined the board in January 2013, after the November 2012 agreement was made between DOJ and HSBC. He resigned from the board on July 31, 2013 after he was selected to head the FBI.
