I keep wondering what happens if no indictment, Hillary loses the election and because no crimes commit Obama can't pardon her of anything because she has done nothing wrong(Maybe he can I wouldn't think he would though).
Now Trump comes in and targets her as it will help him unravel lots of the carnage done by Obama as its pretty clear he complict in this.
The other day Clinton leveled a veiled threat at Obama saying "Everyone on in Washington DC knew she had this seperate account" - O lives there and he knew she was doing.

You have certainly outlined the nearly universal expectation here at FR and none of us would be surprised if it goes that way.
But consider:
The FBI reputation would be ruined, perhaps forever. They would have to withstand the publicity of a few hundred million dollars being spent by the Trump Campaign lumping the FBI, Comey and Hillary with his now famous Crooked Hillary Tag.
Do we really believe the leaks from the FBI, NSA, CIA, DIA and elsewhere would never materialize? Do we really believe that everyone in the FBI is corrupt? I don't think so.
This is going to be an interesting day. Unless we get my predicted "Ongoing Investigation" speech from Comey.

The FBI has been compromised at the management levels for a long time. They don’t care about the rank/file agents as long as there are TV shows that present them in a good ligjt
The Director of the FBI cannot comment on any ongoing investigation. So:
1) A secret grand jury was convened and she was indicated.
2) A secret grand jury was convened and she was not indicated.
3) He states that the investigation is over, and the FBI recommends indictment.
4) He states that the investigation is over, and the FBI recommends No indictment.
5) He announces his resignation
6) Something else

If the MSM outlets are not tooting horns and waving flags about the upcoming statement, then they either know or suspect that this is not going to advance their narrative of “no indictment,”

This is spot on. I am from Dallas and the Waco topic is still a very infected open wound in Texas. The FBI/ATF are government mules of death. They slaughtered Randy Weaver’s wife while she held his infant child, and they massacred women and children in Waco to promote a false narrative of “assault” weapons.
the real issue is the misuse of classified government information and its mishandling. the IG report indicates that personal server simply was not authorized. The email reports we have received show that the highest classified material went through that server. we know that it is to be protected and that it is to be protected whether one knows it is classified or not. that suggests there is no way that Hillary Clinton is not guilty of mishandling classified National information.
The truth is what it is. Politics trumps ltruth in today’s America. Comey is compromised. It’s a corrupt system.

Let’s go with the RICO angle.
So suppose Lynch doesn’t charge PIAPS at all.
Under RICO, there is a way for private citizens to pursue a civil RICO action, yes?
So what if Comey drops all the evidence and a well financed private person (TRUMP) takes that evidence, hires a law firm, and files a civil RICO action against the Clintons, Obama, ValJar, DOJ, etc.
That process goes until Trump is sworn in. After that the new DOJ can step in and upgrade the case from civil RICO to criminal RICO?
Can this scenario happen? Got no clue.
To me, there is no way he recommends indictment the same day Obama takes Hillary on Air Force 1 to what he hopes will be the start of her coronation. That presidential act alone signals what a done deal this is no matter how many laws she broke.
Howso? That airplane can carry both of them to a safe house in Switzerland on the Precedent’s order.
Don’t forget that Hillary has indicated that she will keep Lynch on as AG. So Comey knows that there is a good chance his boss, Lynch, will be around after the elections if Hillary wins. I wonder how that fits into the equation.

In breaking with longstanding tradition, the FBI director will endorse a candidate for president... and that candidate is Hillary Clinton... the selfless, dedicated public servant!
Today 6 gets my vote, before I didn't think it would happen now I kind of think the indictment will. Crap I'm all over the place.
So difficult to be objective in the face of such corruption. Hopefully Comey envisions a Trump presidency but political folks are notorious hedgers, and he of all people knows the craveness of the HRC.

Tamp down rumors is my guess as well. Way too soon to announce anything else. I think he will also say the investigation continues as there are new developments-Clinton Lynch meeting, e.g.
I imagine they are livid about the timing of the Obama Clinton pep rally.
Make no mistake, Obama is sending a signal with that. This is going to be ultimate fighting and Obama will use every tool at his disposal to assure his and Hillarys survival.
Comey will be announcing that Hillary exhibited poor judgment that did not rise to criminality.
