Always the optimist, I'll offer the suggestion that coming forward to recommend indictment before those options are used could be his way of neutralizing them. Of course it's about 40 minutes to wait. So if he has his heart attack within the next 40 minutes, then, well, we know what he was going to do.
Of course, we could all stop speculating and just wait 40 minutes. But what's the fun in that?!
Very good speculation. He may also want to put the kibosh on the "FBI recommend (or not) indictment" canard that the press runs with.
He can announce that gathering of evidence is complete, and that the FBI is now ready to analyze the evidence against the probable cause standard. It will either not find that, or if it does, it will forward the file to the DOJ. The FBI has no part in recommending whether or how to proceed after the FBI finds probable cause a crime has been committed - and reinforce that probable cause is not a finding of guilt, a subject is presumed innocent until convicted in a court.
We will probably never see the evidence, which shows you just how complete and thorough the cover-up has been.
Unlike the Grand Jury decision in Ferguson, the left will not demand to see the evidence in this case. But they will boldly declare that Hillary has been completely vindicated by the evidence.
Integrity is becoming rare in America, and even rarer in government.

One thing for sure that will come out of all of this is Americans will lose faith in the FBI and the criminals will commit more crimes without facing penalties. The ramification is HUGE!!! I hope the FBI understands this!! It will not only reflect bad on the FBI but in America as a whole.
