Then what is the point of Comey’s pending address to the public?

Window dressing. Apparently, no prosecutor would do it so Comey stepped out of his investigative role and also assumed the prosecutorial's role. He sold his soul to the devil today and destroyed the integrity of the FBI completely. I think his spelling the evidence out first, essentially indicting the Hilldibeast, was his effort to placate his agents from mutiny, and then he outrageously assumed the prosecutors role and said that no prosecutor would reasonably proceed with the case. Who was he to issue such an opinion? It all was as phony as it gets.

Then by your assessment you are saying catching a bank robber in the act has to be put on hold until some US Attorney can ‘rule’ on it?

The agents do the investigating and make the arrest. They then present the evidence in the case to an assistant United States attorney. The assistant analyzes the evidence in the case and decides if the defendant should be prosecuted. This is the the prescribed manner in criminal procedure, but Comey assumed both the investigative and prosecutorial role, which is very unorthodox and just plain wrong.
