A bank robber caught in act would be arrested. The USA will decide whether to proceed by filing a criminal complaint or take it to a grand jury for indictment. In either case, the decision to go forth rests with the prosecutor. The key point is the FBI does not take matters to the grand jury nor does it issue indictments.
It doesn’t necessarily have to mean no indictment if Obama happens to be campaigning with Crooked Hillary. Even if there is an indictment (which there should be), Obama still has to support Hillary because that’s the deal they made. We will hear a lot about “innocent until proven guilty,” and Obama will put on a good show of support right up until the moment he throws her under the bus. His fingerprints will not be on it.
My guess as well. But, if so, this will not be good news for Hillary. I'm still predicting a Comey report just after the Dem Convention. That scenario gives Obama maximum leverage. Watch Elizabeth Warren move from VP nominee to Trump vs. Warren.

it's the press that runs this "FBI recommendation" canard. To her credit, Lynch said that she'd accept the recommendation of a team that includes DOJ prosecutors and FBI investigators. In that team, the people with the role of recommending to proceed with a court case are the prosecutors. The only conclusion the FBI is competent to make is a finding of probable cause (or not) that a crime was committed.
Just to be complete, Lynch clarified the meaning of "accept the recommendation of the team" to mean that she, and she alone would be the person who decides whther or not to proceed with a case - and I'll add, assuming the FBI finds probable cause a crime was committed.
1. They will try to play the vast right wing conspiracy angle and see if she gets sympathy and her poll numbers go up. If so the establishment will get behind her.
2. The poll numbers go down and they try to parachute Joe Buden in to replace Hillary as nominee.

I'll guess that he is tired of all the "leaks", which are really the Clintonites trying to do damage control.
So, he may simply announce that the investigation is not done, no decision has been made, and all of the "leaks" are simply spin.
He would probably use more charitable terminology, but that would be the net outcome.
You’re saying the FBI cannot then legally arrest Clinton, if they wanted to, for Federal Crimes like that has been reasonably shown in her email handling?
I realize the politics of this and the FBI DOES and CAN arrest, detain and hold for indictment by the DoJ. It is up to the DoJ on what to do from there, but don’t tell me the FBI does not have any power in this.
Just doing her part to combat the rising oceans.
